Caf president Issa Hayatou

CAF member associations will meet for their annual general meeting in Cairo, Egypt on September 29 with the proposal by the Football Federation of Djibouti for the modification of article 18.3 of Caf Statutes regarding the candidacy to the presidency of Caf set to be the highlight of the gathering.

Djibouti wants the hugely unpopular article to be replaced with a more moderate and all encompassing one as it has been generally felt that article 18.3 was crafted to keep Caf leadership among a few circle of individuals.

The controversial article reads; “any candidate to the elections for the presidency of the Confederation of African Football, in addition of possessing the required skills, must be or must have been a member of the Caf executive committee”.

According to the meeting agenda Djibouti wants article 18.3 to be removed with its substitute reading;

“Only member associations are empowered to propose candidacies to the function of Caf president. A candidacy to the function of Caf president is valid only if it is supported by at least five member associations. The candidate with the declaration of support of at least five member associations, a candidate to the function of Caf president, must have played an active role in football as an official of a member association, during four of the last five years preceding the submission of the candidacy, and the candidate will have the obligation to undergo an eligibility check.”

For an amendment of the statutes to be passed, two thirds of the members eligible to vote must be present at the opening of the session and for it to be adopted, three quarters of the eligible members must vote in favour.

Africa football has been run by Cameroonian Issa Hayatou for the past 28 years.
