President Emmerson Mnangagwa has appointed Justice, Legal and Parliamentary Affairs Minister Ziyambi Ziyambi as the leader of Government Business in Parliament.

The appointment is expected to put to rest anxiety among legislators who, for the past month, have been demanding to know the new leader of the House.

The announcement was made by Speaker of the National Assembly Advocate Jacob Mudenda in the House last Thursday.

Adv Mudenda said he had received a letter from President Mnangagwa to the effect that Minister Ziyambi was now at the helm of Government Business in Parliament.

This was after Adv Mudenda had written to the Head of State and Government and Commander-in-Chief of the Zimbabwe Defence Forces seeking clarification on the issue.

The letter from President Mnangagwa read: “As required by paragraph 2 (d) of your letter, the Leader of Government business in both Houses of Parliament is Hon Ziyambi Ziyambi in his capacity as the Minister of Justice, Legal and Parliamentary Affairs.”

President Mnangagwa also appointed Finance and Economic Development Minister Patrick Chinamasa; Environment, Water and Climate Minister Oppah Muchinguri-Kashiri and Minister of State for Presidential Affairs and Monitoring of Government Programmes Simbarashe Mumbengegwi as members of the Standing Rules and Orders Committee.

“I write Hon Speaker, to acknowledge receipt of your letter of 7th December 2017, wherein you request for names of Members of the Standing Rules and Orders Committee, the Minister responsible for Finance and two other Ministers appointed by the President and the Leader of Government Business in each House,” said President Mnangagwa in his response.

“As you may recall, the names of the Committee on Standing Rules and Orders (CSRO) have already been announced in Parliament in accordance with Section 151 (2) of the Constitution of Zimbabwe.

“In addition to the above, the name of the Minister responsible for Finance is Hon Patrick Antony Chinamasa, who will attend the Committee on Standing Rules and Orders, while those of two other Ministers appointed by me, in my capacity as President and Head of State and Government and Commander-in-Chief of the Zimbabwe Defence Forces are Hon Muchinguri-Kashiri and Hon Simbarashe Mumbengegwi.”

Adv Mudenda paid tribute to President Mnangagwa for his swift response after the Head of State and Government responded the same day on which he had received the letter.

“What is interesting, and something which all of us must emulate in our various offices, is that I wrote the letter this morning and I got the reply this afternoon,” said Adv Mudenda.
