ZIMBABWE Pool Association (Zipa) has outlined an electoral roadmap to be used to formulate all structures of the association without violating its constitution.

“This will be used to facilitate for the elections, structural setups from ward level to national level as agreed at the February 23, Gweru workshop resolutions. All the processes leading to the adoption of provincial constitutions and elections of substantives executive for provinces will be considered by Zipa interim executive and as such, it is advisable for all provinces to work closely with the latter to avoid any delays in the implementation of the roadmap,” said Zipa president Trust Chifadza.

Functional pool associations are found in Bulawayo, Gwanda, Chitungwiza, Harare, Hwange, Beitbridge and Mutare.

Chifadza said provincial executives are required to liaise with Zipa in all processes. Provincial Sports and Recreation Commission (SRC) offices have been tasked with making the process easier and cheaper by receiving documents from provincial setups and forwarding them to Zipa for adoption or corrections.

“The involvement of the SRC is meant to make it convenient and cheaper for provinces that are from Harare and only Zipa has the obligation to endorse constitutions and elections for the provinces.

“It’s the right of each province to come up with its own constitution and Zipa will only check if such constitution is in line and doesn’t violate the Zipa constitution and also ensure that all stakeholders in all the provinces have been afforded a right to contribute to that document. No province shall carry out elections without the supervision of Zipa and or the provincial SRC office. Such election will only go ahead after notifying Zipa in time and received the green light to hold such an event,” added Chifadza.

He also said Zipa would set up an electoral committee that will handle the election processes and elections related disputes and appeals.

The notice of the Zipa substantive elections will be given on November 14, when nominations, vetting and endorsement begin. December 17 will see the special general meeting and elections of the Zipa substantive executive.
