PRESIDENT Mnangagwa has demanded boldness and decisiveness in the execution of duties by all Cabinet Ministers, stating that during the 2025 Cabinet year, there will be no room for lethargy, fence-sitting, or dragging of feet.

In his keynote address during the first 2025 Cabinet meeting at State House today, President Mnangagwa emphasised that every ministry, department and agency must uphold the highest standards of professionalism and servant leadership.

“Excellence is not an option but a guaranteed necessity to propel our national development agenda. Let us, therefore, approach 2025 with renewed vigour, guided by our shared vision of progress, prosperity, and people-centred governance. To enhance overall performance, the ease of doing business agenda continues to be an important aspect of our programming. In that regard, concerted efforts must be made to address areas that hinder the start or growth of all local or foreign investments,” said President Mnangagwa.

He said performance contracting remains a cornerstone of his Government’s strategy to enhance service delivery and drive the attainment of Vision 2030. As such, this year will see a strengthened focus on measurable outcomes, timely execution of policies, and responsiveness to the needs of citizens.

The President revealed that he has directed Deputy Ministers to sign performance contracts as part of the Government’s endeavour to enhance accountability and efficiency. He added that every ministry, department, and agency must uphold the highest standards of professionalism and servant leadership.

“I commend the entrepreneurial spirit among our people. By nature, Zimbabweans are hard-working. In this regard, everything should be done to ensure that businesses do not suffer from prohibitive regulations, as well as punitive administrative licences and fees required by your respective ministries. These fees, licences, and permits should promote economic development and improve the livelihoods of the people,” said President Mnangagwa.

The President noted that after a shaky start, the 2024/25 farming season is offering hope for the agricultural sector.

President Mnangagwa also expressed regret over the floods that have affected some parts of the country, causing distress to many families and communities. School infrastructure has suffered extensive damage, while roads, bridges, and clinics have not been spared.

“Infrastructure upgrading remains a priority in all districts. Projects will resume with greater momentum once the current wet conditions subside. No community will be left in distress, and the Government will do its best to support those in need,” said President Mnangagwa.
