Understanding Zimra E-services facility

Zimra

E-services is short for electronic services. It is the provision of services via the internet. The concept of e-services represents a prominent way of utilising information and communication technologies in dealing with tax matters.

Provision of e-services by ZIMRA is in line with the government thrust of furthering the use of information technology both in the public and private sector. This will bring ZIMRA and Zimbabwe in line with world standards of ease of doing business and further market the country as an investment destination.

What does it involve?
Taxpayers can conduct business which they normally conduct at the ZIMRA offices on the e-platform. This includes application for new registrations, amending existing taxpayers registration details, applying for new services, submission of returns, online application for tax clearances (ITF263), sending queries and requests, checking on account statuses and generally getting updates on changes in procedure and legislation.

The taxpayer merely creates a log-on profile to gain access to the platform (see Step 1 in the “Steps in the e-services process” below).

Once this is created, the user simply enters their email address as the username and their password and they can do their business with ZIMRA from the comfort of their homes or offices.

Why is it being introduced?
It is being introduced to enable the taxpayer to benefit from the inherent advantages of information technology. These include substantial savings in compliance costs and time. It reduces the congestion that normally occurs at the ZIMRA offices on due dates.

It gives the taxpayer the opportunity to avoid penalties associated with late submission of returns in the event that the taxpayer cannot present themselves at the ZIMRA office for one reason or the other.

It enables the taxpayer to enter information on the e-return themselves, thereby placing error-reduction responsibility in their power.

What are the benefits to taxpayers?
–    Fast, easy and secure way to manage your taxes
–    Simple one time enrolment
–    Ability to view and print returns and payments previously submitted online
–    Ability to apply for, view and print tax clearances online
–    Ability to authenticate tax clearances without engaging ZIMRA
–    Available 24 hours a day
–    No need to travel to and from ZIMRA all the time
–    No need to waste precious time standing in queues
–    Improved communication between ZIMRA and taxpayers
–    Reduction in compliance costs
–    Increased efficiency in revenue collection

Application for e-services account
With the introduction of e-services, existing taxpayers will need to create a log-on profile to gain access to the ZIMRA eservices platform. Once this is created, the taxpayer will then need to obtain a pin from ZIMRA to link their existing Business partner with their log-on profile and they are ready to go.

For taxpayers applying for new registration, they create a log-on profile which gives them access to the platform. Once this is created, they proceed to apply for Business partner registration and their log-on profile is automatically linked to their Business partner, once approved.
