JOSEPH Mamutse has been appointed substantive Zifa chief executive officer after serving in an acting capacity since April 2016 when Jonathan Mashingaidze’s contract expired.

Zifa president Phillip Chiyangwa announced Mamutse’s appointment through the association’s website and revealed that his contract will expire next year.

“The Zimbabwe Football Association is pleased to confirm the appointment of Mr Joseph Mamutse as the substantive general secretary with immediate effect. Mr Mamutse’s contract will run until 2018. He has been the acting general secretary since April 2016 when Jonathan Mashingaidze’s contract lapsed. Zifa has great confidence and optimism in his ability to play a pivotal role in steering the overall strategic direction of the association,” reads Chiyangwa’s statement.

Mamutse’s appointment comes a fortnight after the Sports and Recreation Commission (SRC) accused Zifa of a number of irregularities, including lack of corporate governance in the administration of football in the country.

The SRC conducted a probe into Zifa’s operations and noted that there was no separation of duties between the secretariat and executive committee.

The SRC claimed that all the deliberations and day-to-day running of the association were being done by the executive committee instead of the secretariat, despite Zifa having Mamutse as acting chief executive.

SRC sources said the supreme body wanted Zifa to expedite the appointment of a substantive CEO.

The Zifa human resources committee chaired by the association’s vice-president Omega Sibanda and also consists of Martin Kweza, Judah Tshuma, Patrick Hill and Lovemore Matikinyidze interviewed CEO candidates on October 28, 2016.

Among the six candidates shortlisted from more than 15 people that applied for the post were Kenneth Makhanya, Eric Mvududu, Bryton Malandule, Eliah Zvimba and Mamutse.

The HR committee recommended three candidates for consideration by Chiyangwa.

But the trio of former Mamelodi Sundowns general manager Makhanya, Zifa Southern Region Division One board member Malandule and ex-Dynamos treasurer Mvududu did not meet Chiyangwa’s expectations.

Efforts by the Zifa boss to headhunt seem to have hit a brick wall, with the association finally settling for Mamutse.

There were also reports that former Caps United chairman Andy Hodges, who returned from a six-year stint in Malaysia, would take over the CEO position.
