In an interview on Tuesday, Cde Shamu said although it was premature to divulge the rules and regulations for the primary elections, the party was already working on the issue.
The rules would then be taken to the Central Committee and  Politburo, after which dates for the primary elections would be set.
“The dates for the primary elections have not yet been set. It is also too early to talk about the elections’ rules and regulations, as they are still to go through the Politburo and the Central Committee. We are aware that elections would be held anytime this year with or without the new constitution as President Mugabe has stated on many occasions,” said Cde Shamu.
He urged all party cadres to continue to work hard to strengthen the party’s structures.
“We are therefore calling upon all party cadres to continue working hard as we strive to strengthen and promote democracy within our party,” he said.
Cde Shamu, who is also the Minister of Media, Information and Publicity, said it was important during primaries for party members to uphold and respect the election procedures.
“When the time comes for us to hold primary elections, all participants in the process should uphold and abide by the election processes as approved by the party at that time.
“We want Zanu-PF to be a party which provides people with the ability to enjoy genuine freedom and independence. After all, the people of Zimbabwe are aware that within the party structures of Zanu-PF as guided by the party’s constitution, lies genuine democracy,” he said.
The Zanu-PF primary elections would be held ahead of the general elections to be held anytime this year.
Other parties in the inclusive Government, the two MDC formations, are however reluctant to hold elections arguing that the elections can only be held after the completion of the constitution-making process, which is underway.
President Mugabe has on several occasions slammed Copac for delaying the drafting of a new constitution, saying it appeared those managing the constitution-making process were buying time to fatten their pockets with allowances.
He has attributed the delay to fear by MDC formations that the completion of the              constitution-making process would pave way for elections.
President Mugabe said it was important for the country to conduct national elections as the inclusive Government was surviving on “stolen time”.
