DPM Mutambara won’t resign

DPM Mutambara was in January deposed as MDC president, with his secretary-general Professor Welshman Ncube taking over.
It also emerged yesterday that MDC was not considering a pull-out from the inclusive Government as reported by some private media houses.

MDC has not  formally communicated to President Mugabe their recommendation that Prof Ncube replace DPM Mutambara in the executive.
A source close to DPM Mutambara yesterday said the ex-MDC leader had last week communicated to President Mugabe that he did not feel he should take the lesser role of Regional Integration and International Co-operation Minister as asked by Prof Ncube.

“DPM Mutambara has had a talk with President Mugabe after the latter indicated he would only make the changes that Professor Ncube wants if there was voluntary resignation.
“While I am not at liberty to divulge the full details of the conversation, the gist of it is that DPM Mutambara is not thinking about resigning. He is presently out of the country and will be back (in Zimbabwe) at the weekend or early next week,” he said.

It was not clear when this “conversation” took place because President Mugabe was last week in Ethiopia attending an African Union summit while DPM Mutambara was said to variously be in South Africa and/or Europe.

This suggests it may have been a telephone conversation.
It also emerged yesterday that private media claims that Prof Ncube was thinking of taking MDC out of the inclusive Government were speculation by journalists.
MDC deputy president Mr Edwin Mushoriwa last night said: “To be honest, all these things have been speculative.
“In line with the GPA we do not envisage any problems here. There cannot be a threat to pull out because there hasn’t been anything that has been done to hinder the position of the party.
“We are confident that once everything has been communicated to the President, he will act accordingly as agreed by the party (MDC).”

Mr Mushoriwa said they had communicated to DPM Mutambara that they wanted to redeploy him and they were confident that he would abide by the party’s wishes.
The MDC deputy president said DPM Mutambara was yet to make clear his intentions to them.

Asked if they would consider firing him from the party to force him out of the deputy premiership, Mr Mushoriwa said they did not think things would go that far because DPM Mutambara was a “party cadre”.
The Global Political Agreement only subsists if Zanu-PF and the two MDCs all want to remain within the arrangement.

Any party pulling out automatically means an end to the inclusive Government and the organisation of fresh elections.
Further to this, the President has the constitutional prerogative as the Head of State and Government to dissolve Parliament at any time and order elections within three months.
President Mugabe has already said he would prefer to have elections this year as the legal existence of the inclusive Government ends this month.-The Herald
